Whoever sells, gives away, or offers for sale, or has in his possession with intent to sell, any of the fireworks called rockets, crackers, squibs, or serpents, without leave from the Mayor or Aldermen, or Selectmen of the city or town, shall, for every such offence forfeit a sum not exceeding ten dollars."
